Five-Partner Consortium To Deploy Nation-Wide Mobile Payments System For Singapore
Pilot project awarded the IDA Call for collaboration for Mobile Payments

 

Singapore, 15 October 2001 - A consortium of five partners has been formed to deploy a nation-wide mobile payments system for Singapore. Comprising Systems@Work, Gemplus, Mobile e-Services Bazaar of Hewlett Packard, Suntec City and Visa International, this consortium received the Award of Mobile Payments Solutions from the Infocomm Development Authority of Singapore (IDA) under its Call for Collaboration Initiative.

Led by Systems@Work, the five partners of the consortium will synergise their unique capabilities to provide Singapore with a proven, robust and easy to use mobile payments infrastructure service for consumers, businesses and the government.

The IDA Call for Collaboration (Mobile Payments) Initiative only seeks best-of-breed solutions that are essential to the development of mobile payment infrastructure in Singapore. The consortium will also receive a funding from the IDA Pilot and Trial Hotspots (PATH) programme.

Said Mr Ng Fook Sun, CEO, Systems@Work, "Receiving the award from the IDA signifies that our consortium's solution fulfills key criteria of openness, security and scalability. We are confident of building a mobile payment system that will be the prevalent system for the retail industry. It will be easy and appealing for consumer and merchants to use, and presents quantifiable value-add to service providers, merchants and consumers."

To kick start the collaboration, the consortium will launch a pilot project of Mobile Payment Service (MPS) for retail shopping in Suntec City. The long-term objective of the project is two-fold: to establish a cost-efficient payments infrastructure for the retailers and to provide consumers with a convenient way to shop.

This pilot project will bring convenience and security to consumers who shop at Suntec City, by enabling them to use their regular mobile phones with Infrared (IrDa) or Bluetooth as m-wallets via the payment solution called TeleMoney. After a simple one-time registration with TeleMoney, consumers can pay for their purchases by beaming their TeleMoney ID and PIN to the merchant's virtual POS at the store counter.

Consumers can still pay through their preferred payment methods such as credit card, debit card or stored value card but with the added convenience of not requiring to present their cards at the point-of-purchase. Clearing and settlement is then processed through the TeleMoney payment service. Consumers will then obtain e-receipts of the purchase transaction that will be available online at the TeleMoney Members Lobby, or m-receipts via SMS.

The system is also easy and low-cost for merchants to implement. All they need to do is to register with TeleMoney for a merchant account, and have a virtual POS set up in their premises.

Besides being empowered to provide better service to their customers, merchants can enjoy significant cost savings through this infrastructure. It is estimated that in the longer term, retailers can save an estimate of 60% of total annual terminal infrastructure costs, based on the consortium's analysis on costs comparison of a typical payment card accepting terminal versus a wireless device with Bluetooth/IrDA implementation.

Armed with a unique set of capabilities, each of the five partners of the consortium will contribute as follows:

Systems@Work
The company is the creator and operator of TeleMoney which is the only "live" mobile payment infrastructure service in Singapore that offers consumers and businesses with multiple modes of payment including credit card, debit card and direct debit for on-line payment authorisation and settlement. Systems@Work will be the lead partner to program manage the overall project, and extend the current TeleMoney payment infrastructure to support this project.

Gemplus
Gemplus is the world's number one provider of solutions empowered by Smart Card (Gartner Dataquest 2001). Gemplus helps its clients offer an exceptional range of portable, personalized solutions that bring security and convenience to people's lives. These include mobile internet access, inter-operable banking facilities, e-commerce and a wealth of other applications. Gemplus will be the partner that oversees the end-to-end security requirements for the new mobile payment service.

HP Mobile E-Services Bazaar
HP's Mobile e-Services Bazaar is a dynamic marketplace of solutions and technologies for emerging mobile e-Services. HP collaborated with its Bazaar member, Systems@Work, to deploy the infrastructure solutions to power the application. TeleMoney will be ported over to HP's Internet Operating Environment (HP development software and tools which comprises XML-based middleware products, wireless application and distributed transactions technologies). Together with the HP Bluestone Total-e-Server, an application server and HP Jornadas utilized as the merchant device, HP delivers comprehensive support to the multi-mode payment solution.
